Donald Trump came in with promises to #DrainTheSwamp (meaning to remove all of the establishment inertia from Washington). It seems that he was just pandering to his constituents. He has instead decided to tap the heads of industry and the same establishment politicians he belittled to head his administration. The disdain of the public for his equivocacy is noted in the tweets below:
